Provincial or District Grand Masters have the discretion to appoint individuals to past Provincial or District Grand Ranks beyond the entitlements specified in Rule 68. This includes current or former officers from other Provincial or District Grand Lodges, as well as holders of Metropolitan or Overseas Grand Rank who have joined the Provincial or District Grand Lodge. Additionally, with a dispensation from the Grand Master, a Grand Master may appoint any Brother who is not covered under the first provision but has provided meritorious service to the Craft and is a subscribing member of a Lodge within the Province or District. This policy allows for recognition of service and fosters inter-jurisdictional relationships within the Masonic community.

(a) In addition to the entitlement under Rule 68, a Provincial or District Grand Master may at his discretion appoint to past Provincial or District Grand Ranks, Officers (present or past) of other Provincial or District Grand Lodges or holders of any Metropolitan or Overseas Grand Rank who have become members of his Provincial or District Grand Lodge. (b) He may also, by dispensation from the Grand Master, appoint to past Provincial or District Grand Rank any Brother, not already qualified under Sub-Rule (a) above, who has rendered meritorious service to the Craft and has become a subscribing member of a Lodge in his Province or District, from elsewhere.
