Every new Lodge must be solemnly constituted following ancient practices, conducted by the Grand Master or an appointed Grand Officer, Master, or Past Master. Installation of a Master or investment of Wardens is restricted to those named in the Lodge's warrant, requiring the Grand Master's sanction for any exceptions. A Lodge is not recognized, nor are its Officers admitted to the Grand Lodge or any Metropolitan, Provincial, or District Grand Lodge, unless it has been regularly constituted and registered. This ensures that all Masonic privileges are only granted to properly established Lodges and their members, maintaining the integrity and standards of Masonic governance. Compliance with these regulations is essential for the legitimacy and operational recognition of new Lodges within the Masonic framework.

Every new Lodge shall be solemnly constituted according to antient usage, by the Grand Master or by some other Grand Officer or Master or Past Master of a Lodge appointed to act for him. No Brother shall be installed as Master or invested as a Warden except the Brother named in the warrant for such office, unless by sanction of the Grand Master. No Lodge shall be acknowledged, nor its Officers admitted as such into the Grand Lodge, or a Metropolitan, Provincial or District Grand Lodge, nor any of its members as such entitled to enjoy any Masonic privilege, unless such Lodge has been regularly constituted and registered.
