Whenever the Grand Master shall so direct, priority of admission to the Grand Lodge shall be accorded to those Brethren entitled to attend who applied for and received tickets of admission. The applications, if exceeding the available accommodation, shall be dealt with by ballot to be conducted by, or under the direction of, the Grand Secretary.
