Metropolitan, Provincial, and District Grand Lodges possess the authority to create and amend by-laws governing their operations. These by-laws can establish Committees, define their powers, and set regulations for private Lodges and Brethren within their respective areas. However, any by-law or regulation, including revisions, must not conflict with existing Rules and requires submission for approval by both the Metropolitan, Provincial, or District Grand Master and the Grand Master to be deemed valid. This process ensures that local governance aligns with overarching Masonic principles and maintains consistency across jurisdictions. The document emphasizes the importance of adhering to established protocols while allowing for localized adaptations to meet specific needs within the Masonic community.
