District Grand Lodges are authorized to establish funds, adhering to the provisions of Rule 83 with the term "District" replacing "Provincial" and "Province." Each District Grand Lodge may include in its by-laws a provision allowing Lodges whose officers cannot attend the relevant meeting—due to distance or other satisfactory reasons as determined by the District Grand Master—to submit their written opinions on proposed amendments. These opinions must be sent to the District Grand Secretary at least one month prior to the meeting date. The District Grand Secretary is responsible for reading these opinions in full during the meeting, ensuring that the voices of absent Lodges are represented in discussions and decisions. This process facilitates participation and input from all Lodges within the District, promoting inclusivity and transparency in governance.
