Lodges under the Grand Lodge's jurisdiction must obtain prior approval from the Grand Secretary before initiating candidates whose usual residence is in Ireland, Scotland, or any area under the exclusive Masonic jurisdiction of the Grand Lodge of Ireland or the Grand Lodge of Scotland. This communication allows the Grand Secretary to consult with the respective Grand Secretary of the candidate's originating jurisdiction before proceeding with a ballot for election. Notably, this requirement does not apply to active members of Her Majesty’s Forces or to university members seeking initiation in a Lodge specifically associated with their institution. This regulation ensures adherence to inter-jurisdictional protocols and maintains the integrity of Masonic membership processes.

No Lodge under the jurisdiction of the Grand Lodge shall initiate any candidate whose usual place of residence is in Ireland or Scotland or any place where the Grand Lodge of Ireland or the Grand Lodge of Scotland has exclusive Masonic jurisdiction without first communicating with the Grand Secretary in order that he may make enquiries of the Grand Secretary of the Jurisdiction from which the candidate comes, before a ballot is taken for his election. This Rule shall not apply to members of Her Majesty’s Forces on the Active List, or to members of any University who are candidates for initiation in a Lodge specially associated with that University.
