The Grand Secretary provides District Grand Masters with Grand Lodge Certificates that are signed, sealed, and contain necessary alterations, but remain otherwise blank for completion by the District Grand Master or their order. Each certificate must include the seal of the District Grand Lodge and be countersigned by the District Grand Master, their Deputy, and the District Grand Secretary. This procedure is governed by Rule 87, which has been amended to confirm these practices. Until the Board of General Purposes issues specific directives for any area, the current rule remains in effect. The amended rule applies to the jurisdictions of Cyprus, Eastern Archipelago, Hong Kong, and the Far East, ensuring uniformity in the issuance of these certificates across these regions.
