To prevent injury to individuals, by being excluded from the privileges of Masonry through neglect in not registering their names or not paying their Grand Lodge dues, any Brother so circumstanced, on producing sufficient proof that he has paid the full fees to his Lodge, including the registration fee, shall not suffer any disability by reason of such neglect, and the offending Lodge shall be reported to the Board of General Purposes for detaining moneys which are the property of the Grand Lodge.
