Regulation 65 outlines the qualifications and limitations for the exaltation of candidates in the Royal Arch. It mandates that a candidate must be a Master Mason for a minimum of four weeks prior to exaltation. Additionally, the regulation restricts the number of candidates that can be exalted on the same day to two, unless a dispensation is granted. Such a dispensation must be obtained from the First Grand Principal or, in Metropolitan Areas, Provinces, or Districts, from the Metropolitan Grand Superintendent or Grand Superintendent. The application for dispensation must include the names and Lodges of the candidates, along with the special circumstances justifying the request.
