The Board may from time to time appoint Committees from among its members. These shall consider all matters referred to them, and shall report their proceedings to the Board at its next meeting. Each Committee shall have power to invite to any of its meetings, for purposes of consultation, persons (who need not be members of the Craft) possessed of special knowledge of the subjects with which such Committee has to deal.
