Regulation 7: Especial Convocations. The Three Grand Principals, or any one of them in the absence of the others, may summon Especial Convocations of Grand Chapter whenever the good of the Order shall in their or his opinion require it.
The particular reason for convening such Especial Convocation shall be expressed in the Summons, and no other business shall be entered upon at that Convocation.
