Regulation 23: Minutes of Grand Chapter. At each regular Convocation, the Grand Chapter being opened, the minutes of the last regular Convocation and of any intervening Especial Convocation of the Grand Chapter are to be put for confirmation as a correct record of the proceedings, and no part of the said minutes nor any matter appearing on the paper of business shall be read in extenso unless the Grand Chapter shall so direct, or a Companion, supported by not less than five other companions, shall so desire, with a view to founding a motion thereon.
