Regulation 19 mandates that any business intended for consideration at a regular Convocation of the Grand Chapter must be submitted in writing to the Grand Scribe E at least seven days prior to the Committee of General Purposes meeting preceding the Convocation. Exceptions exist for business authorized by the Committee to be included on the agenda. Regulation 19A outlines the procedure for Notices of Motion proposing changes to these Regulations. Such notices must also be submitted in writing to the Grand Scribe E, either seven days before the Committee meeting for inclusion in the Convocation agenda or, if deemed urgent by the First Grand Principal, seven days before the Board meeting preceding a Quarterly Communication of the Grand Lodge. Members wishing to propose amendments to motions must notify the Grand Scribe E with the specific terms of their amendments within the same timeframe. All motions and amendments are printed in the paper of business for consideration at the Convocation.

Regulation 19: Business to be communicated to the Grand Scribe E. Business to be brought under consideration of the Grand Chapter at any regular Convocation shall be communicated to the Grand Scribe E. in writing not less than seven days before the regular meeting of the Committee of General Purposes immediately preceding such regular Convocation. This Regulation shall not apply to any business which the Committee of General Purposes shall authorise to be placed on the paper of business.
Regulation 19A: Notices of Motion. Notice of any motion which proposes to make any addition to, or alteration or amendment of, these Regulations, shall be delivered to the Grand Scribe E in writing either:
(a) not less than seven days before the regular meeting of the Committee of General Purposes immediately preceding a Convocation of the Grand Chapter in order that it may be printed in the paper of business for such Convocation; or
(b) if the First Grand Principal agree that the matter be urgent and that he (or the Officer presiding in the Grand Chapter) will permit it to be decided upon as a matter of urgency, not less than seven days before the regular meeting of the Board of General Purposes immediately preceding a Quarterly Communication of the Grand Lodge in order that it may be printed in the paper of business for such Quarterly Communication as a Special Notice of Motion for the next Convocation of the Grand Chapter.
Any member of the Grand Chapter desiring to move an amendment to such motion shall give notice in writing to the Grand Scribe E of his intention to move and of the precise terms of his proposed amendment not less than seven days before the regular meeting of the Committee of General Purposes immediately preceding the Convocation of the Grand Chapter next following. The original motion and any such proposed amendments to it shall be printed in the paper of business for that Convocation and be thereat brought under consideration and decided upon.
